ABOUT THE CONGRESS
The Universal Postal Congress is the premier international event for the postal and logistics sector, convening every four years to bring together 192 member countries. As the highest decision-making body of the Universal Postal Union (UPU), it serves as a platform for policy development, regulatory advancements, and global collaboration – ensuring seamless, secure, and efficient mail exchange across borders while strengthening the resilience and adaptability of the world’s postal network in an evolving digital and consumer landscape.
In 2021, at the 27th Universal Postal Congress in Abidjan, Côte d’Ivoire, the United Arab Emirates successfully won the bid to host the next edition of this landmark event. Since then, the UAE has been working diligently to prepare for a historic gathering that will shape the future of global postal services.
Taking place in Dubai, UAE, from 8–20 September 2025, the 28th Universal Postal Congress, will drive the future of the postal sector through the adoption of the UPU strategy and business plan responding to member country needs, in addition to various topics of critical importance to the Union. Committed to innovation and progress, the Congress will set the course for a more connected, efficient, and future-ready global postal network.
ABOUT THE UPU
Established in 1874, the Universal Postal Union (UPU), with its headquarters in the Swiss capital Berne, is a specialized agency of the United Nations.
With its 192 member countries, the UPU is the primary forum for cooperation between postal sector players. It helps to ensure a truly universal network of up-to-date products and services.
In this way, the organization fulfils an advisory, mediating and liaison role, and provides technical assistance where needed. It sets the rules for international mail exchanges and makes recommendations to stimulate growth in mail, parcel and financial services volumes and improve quality of service for customers.
The UPU operates through four governing bodies:
- Congress – The UPU’s highest decision-making authority, convening every four years to set policies and adopt the new UPU Strategy.
- Council of Administration (CA) – Oversees UPU activities between Congresses, addressing regulatory, administrative, and legal matters.
- Postal Operations Council (POC) – Focuses on the technical and operational development of postal services.
- International Bureau (IB) – Acts as the UPU’s secretariat, providing logistical and technical support to its bodies.
Through its initiatives, the UPU helps promote the growth of postal, parcel, and financial services, ensuring that postal networks remain relevant, accessible, and innovative in the digital era.

With over 1.3 million square feet of covered exhibition space, it is the region’s largest purpose-built events complex, hosting over 500 business events annually and welcoming over 3 million visitors.
